Annexure-A,  Requirement of minimum staff strength at each ICACs

Annexure-A, requirement of minimum staff strength at each ICACs has been provided for Riyadh as well as Jeddah Jurisdictions, which we understand  “it will become the minimum benchmark for all the prospective bidders to quote their prices in the financial bids and the bidders quoting with lesser staff strength will be automatically disqualified”.

Total staff requirement of all ICACs as mentioned in Annexure-A is the minimum benchmark for all prospective bidders to quote their rates in the financial bids. It will be taken into consideration at the time of evaluation of bids as selected company will be required to maintain the minimum staff strength at each of the ICACs.

Annexure-A,  Requirement of minimum staff strength at each ICACs

Referring to “Appendix -A, replies to pre bid queries document published earlier by the embassy, we understand that there is a decrease in application volume in the year 2019 & 2020 in comparison to year 2017 & 2018.  

As per the response received today, the minimum staff requirement mentioned in “Annexure-A” seems very high in comparison to the application volume in past few years and it looks like the manpower count is of incumbent.

There is a difference in manpower allocation like for “Makkah” location only one team leader is mentioned without any counter staff and there are locations with 4-5 senior staff (Deputy Manager & Team leader’s) with less officer’s volume. This can be a differentiator in the overall financials and subsequently the viability aspect of the bidder.

We understand that every bidder has its own organization structure and processes of managing the ICAC operations and to comply with the RFP clause on viability of commercial bid on every component. We suggest that the manpower requirement needs to be revalidated in compliance to local labour laws regulations.  

We request you to kindly provide us the more clarity on proposed staffing volume and provide equal opportunity to all existing and new bidders to participate in the tendering process.  

Application counts in 2019 and 2020 have been lower than 2017 and 2018 due to prevailing pandemic related restrictions.



Minimum staff strength is based on previous experience and  requirement to process the volume of applications.




Staff requirement at MACCA Centre may be read as Total 2 – 1 Team Leader and 1 Officer/Counter staff.



The benchmark staff strength is minimum staff requirement for all the ICACs.  As mentioned earlier, it will be taken into consideration at the time of evaluation of bids. Staff strength can be provided as per the organization structures of Company.

For Dammam location, it is mentioned as Al Khobar/Dammam.

Does it mean that the proposed location of ICAC can be in either of the locations i.e., Al Khobar or Dammam
