Dr. Suhel Ajaz Khan Ambassador of India to the Kingdom of Saudi Arabia, Riyadh
Dr. Suhel Ajaz Khan is a career diplomat, having more than 25 years long diplomatic career. Dr. Khan has a graduate degree in Medicine (M.B.B.S) from M.G.M. Medical College in Indore, India and an Advanced Diploma in Arabic Language from the American University, Cairo. He joined the Indian Foreign Service in 1997.
Dr. Khan’s first diplomatic assignment was to the Embassy of India, Cairo from 1999 to 2001, where, apart from the other duties at the Embassy, he obtained an Advanced Diploma in Arabic Language from the American University, Cairo.
He later served at the Indian Embassy Damascus, handling administration, media and political work from 2002 to 2005. His next diplomatic assignment was as Consul at the Consulate General of India, Jeddah from 2005 to 2008, where he was handling a number of issues including the Haj matters and Haj arrangements for the Indian pilgrims.

About Chancery Building
India’s diplomatic mission was first set up in Jeddah in 1948, initially as a Consulate, then as a Consulate General, a Legation, and from 1957 as a full-fledged Embassy. At that time, diplomatic missions were in Jeddah where the Foreign Office was located, while the King and the other Ministers were based in the Capital City of Riyadh. In the early 1980s, diplomatic missions shifted to Riyadh. Accordingly, in October 1985, the Indian Embassy moved from Jeddah to Riyadh.In 1996, the Embassy shifted to a newly built building located at a prime location in the Diplomatic Quarter area of Riyadh. The present Embassy building, covered with pink Dholpur stones from Rajasthan in India, reminds one of the beauty and elegance of Indian architecture.

Passport Services
The Embassy of India in Riyadh and Consulate General of India, Jeddah administer the Passport Services for Indian Citizens residing in the Kingdom of Saudi Arabia. These Services are facilitated through an outsourced agency, M/s VFS GCC LCC, that receives applications and payment for these services. The services are broadly classified as under:
Re-issue of Passport against existing passport
Birth Registration of child born in KSA and Issue of New Passport; and
Miscellaneous Passport services
With the introduction of Machine Readable Passports (MRP) under ICAO guidelines, endorsements on passports are no longer possible. In all such cases, applicants are required to apply for Reissue of Passport.

All applicants (including minors) should submit the application in person for identification .

(i) With effect from 17.06.2019, E-Visa facility has been extended to Saudi nationals also.
(ii) E-Visas are admissible only for the following categories - eTourist Visa, eBusiness Visa, eConference Visa, eMedical Visa and eMedical Attendent Visa.
(iii) Applicants may visit https://indianvisaonline.gov.in/evisa/tvoa.html and apply in 4 easy steps -
(a) Apply online and upload photo and passport page,
(b) Pay eVisa fees online using credit / debit card /payment wallet,
(c) If approved, an Electronic Travel Authorisation (ETA) will be sent to the Email provided by the applicant.

India and the Kingdom of Saudi Arabia enjoy close friendly relations reflecting the centuries old economic and socio-cultural ties. Diplomatic relations were established in 1947. Pravasi Bharatiya Bima Yojna (PBBY) 2017
The Pravasi Bharatiya Bima Yojna (PBBY) 2017, a mandatory insurance scheme for ECR category Workers, is effective from 1st August 2017.
The PBBY 2017 provides the insurance cover up to Rs. 10 Lakhs (Max.) in case of accidental death or permanent disability while on employment abroad with one time premium of Rs. 275 and Rs. 375 for two years and three years respectively.
The insured sum of Rs. 10 Lakhs (Max.) is payable by the insurance company, in the event of accidental death or permanent disability while on employment abroad, even if:
(i) insured worker changes the employer
(ii) accidental death or permanent disability happens in India or any third country.
The PBBY 2017 policy can be renewed online.
The scheme also offers following benefits:
Medical Insurance cover including injuries/sickness/ailment/diseases

Death Case Formalities
How to Register a Death
Following documents are required with English translation for registration of death cases and to issue ‘No Objection Certificate’ (NOC) for local burial / transportation of the mortal remains to India as per wishes of the family:
1. Medical report indicating the cause of death, with English translation.
2. Copy of detailed police report with English translation (in case of unnatural deaths i.e Traffic Accident, Industrial Accident, Murder, Suicide etc).
3. Notarized Power of Attorney on a non-judicial stamp paper from the legal heirs of the deceased in India for local burial/transportation of mortal remains to India. If the family has any suspicion on the cause of death, this may be conveyed in the Power of Attorney so that the matter could be taken up with Saudi authorities for post mortem and police investigation. Revision of Indian Community Welfare Fund Guidelines
The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved revision of the Indian Community Welfare Fund (ICWF) guidelines.
ICWF, set up in 2009, is aimed at assisting Overseas Indian nationals in times of distress and emergency in the most deserving cases on a means tested basis. The revised guidelines being made broad-based seek to expand the scope of welfare measures that can be extended through the Fund. The guidelines would cover three key areas namely Assisting Overseas Indian nationals in distress situations, Community Welfare activities and Improvement in Consular services. They are expected to provide Indian Missions and Posts abroad greater flexibility in swiftly addressing to requests for assistance by Overseas Indian nationals.

Under the General Scholarship Scheme, the Indian Council for Cultural Relations (ICCR), Ministry of External Affairs, New Delhi has allotted 2 scholarship slots for the Saudi nationals for the academic year 2020-21. The scholarships are granted for studies at Undergraduate & Post-graduate levels and in research subjects under M.Phil. and Ph.D. Saudi students are invited to apply for the said courses.
Under the Scheme, Living Allowance, Contingent Grant, accommodation charges, Tuition Fee and other benefits, including medical and study tour to the students selected for scholarships are provided. However, the cost of air passage to India and back is not covered. Expenditure on laboratory chemicals and other related incidental charges for students pursuing science and agriculture courses will have to be borne by the students themselves.

More than one crore passports are being issued every year through the Passport Seva system. Parliament has approved voting rights for non-resident Indians in elections with the Lok Sabha adopting the Representation of the People (Amendment) Bill, 2010. A number of queries are being received in the Embassy regarding ‘Emergency Check Required’ (ECR) passports. For the benefit of the general public, information on the following frequently asked questions is provided:
1. What is a ECR passport?
(i) The Emigration Act regulates emigration of skilled, semi-skilled and unskilled workers as well as certain professionals such as ‘Nurses’, notified from time to time, for employment abroad in 18 specified countries including Saudi Arabia.
(ii) Persons whose passports contain “Emigration Clearance Required” (ECR) stamp and who intend to take up employment abroad in these 18 countries need to obtain emigration clearance from Protector of Emigrants (POE).
(iii) The workers who have not obtained clearance from POE are liable to be stopped at the Immigration.
2. Who are eligible for a non-ECR (previously ECNR) passports?

Extension of last date for acceptance of Handwritten travel documents/PIO cards till 31 December’ 2023.
1. Government of India has decided to accept handwritten travel documents/ PIO cards as valid travel document along with valid foreign passport at all Indian Immigration Check Posts till 31 December’ 2023. This extension of timeline us subject to the condition that if in the meantime any deadline is notified by the ICAO thereby making hand written PIO cards invalid then PIOcardholders may have to obtain appropriate visa from India Missions/ Posts.2. Merger of PIO Scheme with (OCI) Scheme - 2015
SALIENT FEATURES:(i). All the existing Persons of Indian Origin cardholders registered as such shall be deemed to be Overseas Citizens of India cardholders with effect from 09.01.2015.*(ii). A person, who is a minor child and whose either or both parents are Citizens/Overseas Citizens of India shall be eligible for registration as OCI under the new scheme.*(iii). Spouse of foreign origin of a citizen of India/ OCI card holder, whose marriage has been registered and subsisted for a continuous period of not less than two years immediately preceding the presentation of the application, is now eligible to apply for OCI card. Conversion of PIO cards to OCI cards
Conversion of PIO cards to OCI cards
Last date of conversion of PIO cards to OCI cards on gratis basis has ended on 31st December 2017. PIO cardholders will be required to pay the fee of SAR 375 + SAR 12 (ICWF fee) for conversion of PIO Card to OCI card after 31st December 2017. Bureau of Immigration in India will accept PIO Cards as valid document till March 31, 2019 along with valid foreign passport. If in the meantime, any deadline is notified by the International Civil Aviation Organisation (ICAO), thereby making handwritten PIO Cards invalid, then PIO Card holders may have to obtain appropriate visa , if they have not converted their PIO Card to OCI Card. Employment in Saudi Arabia – FAQs
What is Kafala (Sponsorship) system:
(i) Saudi Arabia follows a sponsorship (Kafala) system for regulating employment of expatriate workers. Any expatriate worker entering the Kingdom requires sponsorship of a sponsor (known as Kafeel), who may be a Saudi citizen or a company, and shall remain under the sponsor’s responsibility during the term of the employment contract.
(ii) No expatriate worker can leave the country, without the consent of the sponsor.
Who may be employed in Saudi Arabia?

2. Information for visitors on Haj Pilgrimage

I. Government of India’s Welfare Schemes for Workers Abroad
(I) Pravasi Bharatiya Bima Yojana (PBBY)
PBBY is a compulsory insurance for Indian workers holding ECR passports going to ECR countries including Saudi Arabia.

Apply for a credit card only if you necessarily need it as there is high interest rate on credit dues.
Do ensure that credit card dues are paid on time and in full since interest rates are very high on outstanding dues.
Exercise caution against online fraud while using debit/credit cards for online shopping, etc.
Report loss or theft of debit/credit cards to the Bank and police immediately.
Before issuing cheques, ensure that you have adequate balance in the Bank to avoid bouncing of cheques.
Always try to save a part of your salary or income.
Use only authorised banking channels for sending money to India.
Do settle your credit card balances and cancel your credit card/debit before processing final exit.

Strictly follow the local rules, regulations and customs.
Understand your rights and obligations as per the labour contract.
Do understand that a worker is expected to work with the sponsor for the entire duration of the contract, usually two years, before become eligible for leave or final exit. Requests for premature return even on family emergency, health reasons, etc. are not entertained by the sponsor. In exceptional cases where they agree to release the worker prematurely, sponsors invariably demand to be compensated for the recruitment expenditure incurred by them.
Be aware that the Kingdom follows the Hijri calendar, which is about 11 days shorter than Gregorian calendar. The expiry dates of visa, iqama, exit/re-entry visa, etc., may be cross-checked well in time in order ensure their renewal on time and to avoid inadvertent overstayal, etc. resulting in extreme inconvenience.

(2) Then collect your baggage and go for Customs checking where your baggage will be X-rayed for any prohibited items. Customs checking and rules are very strict. Co-operate with the Customs staff.

What is Kafala (Sponsorship) system:
(i) Saudi Arabia follows a sponsorship (Kafala) system for regulating employment of expatriate workers. Any expatriate worker entering the Kingdom requires sponsorship of a sponsor (known as Kafeel), who may be a Saudi citizen or a company, and shall remain under the sponsor’s responsibility during the term of the employment contract.
(ii) No expatriate worker can leave the country, without the consent of the sponsor.
Who may be employed in Saudi Arabia?
(i) Any person aged between 18 and 60 years, physically fit and possessing professional and academic qualifications required by the Kingdom (provided there is a shortage of citizens holding such qualifications), or belonging to those category of workers needed by the Kingdom, may be employed in Saudi Arabia. (i) Saudi Arabia does not issue tourist visas; only family visit and business visit visas are issued.
2. Information for visitors on Haj Pilgrimage
(i) Ministry of Minority Affairs, Government of India coordinates arrangements for Haj pilgrimage in consultation with the Haj Committee of India and the Indian Consulate, Jeddah.

I. Government of India’s Welfare Schemes for Workers Abroad
(I) Pravasi Bharatiya Bima Yojana (PBBY)
PBBY is a compulsory insurance for Indian workers holding ECR passports going to ECR countries including Saudi Arabia.
The salient features are:(i) Insurance cover of Rs.10 lakh in case of death/permanent disability,(ii)Medical expenses in case of injuries/sickness/ailment/diseases–upto Rs.50,000/-.(iii)Repatriation cover in case of sick/medically unfit to work.(iv) Family hospitalisation cover in India–upto Rs.25,000/.(v)Maternity benefits to women workers– Rs.25,000/.(vi)In case of death, cost of transportation of mortal remains besides one way economy class fare of one attendant.(vii) Premium charged -Rs. 275/- and Rs. 375 plus taxes for policy periods of two and three years, respectively.

Death Compensation Claims
1. Legal dues of the deceased
(i) Once a worker is reported dead while under the sponsorship of Saudi employer, it is the duty of the sponsor to pay to the family (Next of Kin -NOK) of the deceased worker (i) the legal dues (HUQOOQ) which are comprised of (i) unpaid salary, (ii) End of Service Benefit, and (iii) any other admissible allowances.
(ii) Legal dues can also be settled by the sponsor directly with the family members of the deceased.
(iii) Indian Embassy/Consulate issues NOC for disposal of mortal remain only after receiving from the employer the proof of settlement/depositing of legal dues with the Labour Office/ or undertaking that Legal Dues will be settled soon.
(iv) However, the sponsors can also deposit these in the form of cheque/DD drawn in favour of Ambassador of India, Riyadh or Consulate General of India, Jeddah, through various Saudi Labour offices in the Kingdom.

Disposal/Transportation of Mortal Remains
Introduction
(i) In the unfortunate event of death of an Indian national in Saudi Arabia, the dead body may be transported to India or buried in Saudi Arabia as per the wishes of the legal heirs of the deceased. It is for the legal heirs to decide the mode of disposal (i.e. burial or transportation) of the dead body.
(ii) Deaths are classified as (a) natural death (owing to reasons like old age, sickness, heart attack, etc) and (b) unnatural death (due to traffic accident, industrial accident, electric shock, falling from work site, suicide, murder, etc.).
(iii) As per the local law, only the sponsor is authorised to complete the death related administrative procedures in respect of the workers under his sponsorship, and obtain sequential clearances from the various Saudi authorities, and arrange the necessary documents for disposal of mortal remains such as (1) Medical Report from the Hospital; (2) Death Certificate from the Civil Affairs Department;(3)Police Report f…

Strictly follow the local rules, regulations and customs.
Understand your rights and obligations as per the labour contract.
Do understand that a worker is expected to work with the sponsor for the entire duration of the contract, usually two years, before become eligible for leave or final exit. Requests for premature return even on family emergency, health reasons, etc. are not entertained by the sponsor. In exceptional cases where they agree to release the worker prematurely, sponsors invariably demand to be compensated for the recruitment expenditure incurred by them.
Be aware that the Kingdom follows the Hijri calendar, which is about 11 days shorter than Gregorian calendar. The expiry dates of visa, iqama, exit/re-entry visa, etc., may be cross-checked well in time in order ensure their renewal on time and to avoid inadvertent overstayal, etc. resulting in extreme inconvenience.

Do ensure that credit card dues are paid on time and in full since interest rates are very high on outstanding dues.

Before issuing cheques, ensure that you have adequate balance in the Bank to avoid bouncing of cheques.

India was one of the early countries to have actively supported Yemen’s independence from the British and was one of the first countries to recognize Yemen Arab Republic (YAR) in 1962 and People’s Democratic Republic of Yemen (PDRY) in 1967. In 1990, YAR and PDRY merged to become Republic of Yemen.

India’s relations with Yemen go back into many centuries. In 19th and 20th century, Aden, Mocha and Kamaran Islands became the transit or transshipment point for Haj pilgrims. Southern Yemen was a British protectorate administered by the Bombay Presidency during which time an Indian garrison was serving whilst rupee was the official tender. Issue of Emergency Certificate for one-way travel to India. Issue of an Emergency Certificate for one-way travel to India in case of non-availability of a valid Passport with the applicant and where a new passport cannot be issued immediately.
In case the existing passport is lost, damaged or stolen or is wrongly withheld by employer and the applicant needs to travel urgently, an Emergency Certificate (EC) may be issued if the consular officer is satisfied of the nature of urgency. An EC can only permit travel back to India.

Applications for Indian Visa are to be filled online at – https://indianvisaonline.gov.in/visa/index.html (Select Country as Saudi Arabia and Mission as either Riyadh or Jeddah which would be convenient for the applicant to submit the application) Print-out of the application form submitted online must be brought along with two recent passport size photographs of the applicant (one photograph to be affixed on the space provided), applicant’s signature/thumb impression on the space provided therefore and other requisite documents.
ii. The applicant should physically be present to submit the application. If the applicant is in Riyadh, he/she should visit VFS centre at Al Hada for submission of visa application.
iii. Original documents will be returned after verification at the counter.
