Standard Operating Procedures for Charter Flights

1. In addition to the flights operations under the ‘Vande Bharat Mission’ (VBM) Government of India has approved the operation of chartered flights for the repatriation of the Indian nationals stranded abroad. Ministry of Home Affairs', Government of India guidelines are enclosed herewith.

2. The approval is subject to the following conditions:

a) Signed undertaking from the Company that the passengers are employees of your company and their relatives. In case of a Community Organization, the details of the passengers profile need to be elaborated.

b) payment by the Company/Organizations for the aircraft and for the mandatory quarantine & COVID-19 testing at the destination in India.

c) the company may choose a flight operator at its discretion. However, Saudi & Indian Carriers are preferable.

d)  the dates of charter flights with the sector may also be shared in the enclosed format (Annexure I). The Company/organization should propose a flight date, with a gap of one week from the date of the submission to the Embassy for taking necessary approvals from India.

e) Proforma for clearances by State Government in the enclosed format (Annexure II)

f) Manifest of passengers travelling in each sector in the enclosed format (Annexure III- Must mention the skill sets/professional background of passenger)

g) Company/Organization to ensure that the passengers are preferably from a single State.

h) Nodal Point of the Company/Organization in Saudi Arabia to coordinate with the Indian Embassy and contact in India to coordinate with State Authorities.

i) Each State Government has their own policies, which are being updated regularly. Based on the destination airport in India, the Embassy would guide you with the State Government requirements. The State Governments policies will be shared with the Companies/Organizations. This may include the mandatory requirement of COVID-19 testing also.

j) It is may be kindly noted that Embassy will facilitate with approval with the Indian Ministries, However, approvals from Saudi authorities have to been taken care by the Company and your travelling partner.

3. All such proposals may be sent to com.riyadh@mea.gov.in and pol.riyadh@mea.gov.in for further processing by the Embassy.

Requirements of the few states

New Delhi

Government of Delhi has requested the Company to abide by the following:

(A)    That they agree to be quarantined in one of the facilities in Delhi, Delhi NCR or Haryana; or Bhiwadi or Chandigarh


(B)    That they will pay for their quarantine during the mandatory period of 14 days (Revised now to 7 days of paid institutional quarantine and 7 days of home quarantine as per the new guidelines);

(C)   That they will not insist on returning to their state of domicile, (if quarantined in Delhi) before completing the  mandatory period of quarantine;


(D)    That after the quarantine period is over, they will return to their states of domicile, either by making their own arrangements or through the arrangements facilitated by the Resident Commissioner/ nodal Officer of the concerned State.

Tamil Nadu

(a) Quarantine and COVID 19 testing Charges in Tamil Nadu has to be taken care by the Company.
(b) Point person of the Saudi Company in India (if available).

Kerala :

Beginning 20 June, 2020, all private chartered flights departing to Kerala from Middle East countries shall carry only passengers who have been tested for COVID-19 infection and shows to be negative. A test certificate of this effect should be carried by the passenger.
